In 1999 The Delaware Invasive Species Council (DISC) was formed to deal with the increasing problems associated with intentional or accidental introductions of non-native plants and animals.  DISC, with input and guidance from over 40 stakeholders, prepared this document after a workshop held in January of 2003 and facilitated by The Reilly Group.  On the first day of the workshop the stakeholders considered the essential components of an Invasive Species Management Plan and agreed on the make-up of the Plan.  On the second day of the Workshop DISC Board members and others crafted the guidance given by the stakeholders into an outline.  Writing assignments were given and the DISC Board members wrote the chapters of the Plan using the guidance of the stakeholders.  Each of the stakeholders were given a chance to review the draft and all comments were addressed in this final version of the Plan.
